Another government torture memo...


First, there was an incomplete copy of the draft paper from Pentagon lawyers dated March 6 2003; I mentioned the paper, without discussing it, on June 9.

Now, courtesy of WaPo, we have the complete text (PDF) of a final memo from the Justice Department's Office of Legal Counsel dated August 1 2002 - signed off by then head of the OLC Jay Bybee.

I'm still holding my fire on the subject, giving the steepness of the learning-curve, and the fact that the blogosphere has a point-man on the issue - Michael Froomkin, a professor at Miami University Law School. His analysis of the Bybee memo is the latest of a number of pieces on the issue [1]. It's the best place to start to research the matter, I think.
